OVER 3000 PERSONS DUPED OF OVER 25 CRORES !

Anti Land & Building Racket Section of Economic Offences Wing has arrested a notorious builder, Ashley Noel Concessio (42) of Pragati Land & Housing Corporation R/o 701/702 A Wing, Akruti Aneri Building, Marole Maroshi Road, Andheri East, Mumbai. The accused has been involved in several cases of cheating, whereby he has cheated several innocent investors of Delhi/NCR region to the tune of crores of rupees.
In the present case, corporate bookings were made from a group of employees of IFFCO/ Saket Delhi in the residential plots project namely PRAGATI VALLEY at Karzat near Navi Mumbai launched by Pragati Land & Housing Corporation (PLHC). Total 115 employees of IFFCO invested rupees 1.25 crores in the project, on the inducement by the alleged builder PLHC that the project had all Govt. approvals.
The project was launched by the proprietor namely Ashley Concessio of PLHC in year 2005 at Karzat near navi Mumbai. At that time there was a proposal of International Airport in navi Mumbai by the Govt. of Maharastra. Hence the designated area saw a real boom in the real estate prices as a result of which a large number of builders pre-launched their projects.
The builder PLHC has selected Delhi /NCR for selling /marketing its project by giving alluring advertisements. Around 5000 plots were booked /sold by the builder with the help of marketing agents in Delhi. The builder has collected to the tune of approximately Rs. 25 crores from the investors in Delhi /NCR. So far over 400 numbers of complaints against the builder have been received.
During the course of investigation, it came out that the builder namely Ashley Concessio R/o Mumbai had started a proprietorship firm in the name of Pragati Land & Housing Corporation. The said firm purchased some agriculture land in and around Karzat Tehsil in Distt. Raigad for project Pragati Valley. The Govt. of Maharastra did not give necessary approvals regarding change of land use and for the residential project. The said project could not come up. Later the builder had sold the land purchased for the project and fled away.
A large number of complaints were lodged against the builder at Mumbai, Distt. Raigad (Maharastra) and Delhi. 5 cases are also registered against the accused person at PS Karzat, Raigarh, Maharastra.
A dedicated team consisting of SI Girish Chandra, SI Gyneshwar, HC Sambhu Dayal and HC Sunder was deployed for the arrest of the builder Ashley Noel Concessio. After many raids in Mumbai and Pune, the accused Ashley Concessio was arrested on 03.06.2013 from Andheri (East), Mumbai. Further investigation of the case is in progress.

Background of Ashley Noel Concessio: Ashley is an Indian, born and brought up in Bandra, Mumbai. He studied upto 12th standard and later joined Hotel Industry as Chef. He went to Kuwait as Chef and worked there for 2 years during the year 1992-94. Later came back to Mumbai and started marketing goods like soap and cosmetic products. In the year 2005, he jumped into Real Estate sector which was booming in Navi Mumbai at that time. He purchased a small piece of agricultural land in Karzat near Navi Mumbai and pre-launched the residential plots project in the name of Pragati Valley after opening his office at Santacruz (Mumbai). He got a poor response in Mumbai. Later he met with some Delhi based Real Estate agents and launched his project in Delhi /NCR, as the cost of land in and around Delhi was very high in comparison to Navi Mumbai. Investors of Delhi showed good response as the cost of plots was quite low viz. 100 sq. Yds for about Rs. 1 lakh. He collected approx Rs. 25 crores from the investors in Delhi through his commission agents. He did not refund their money nor gave them plots. After some time he closed his offices and absconded.

Sensational case of murder solved
Three accused arrested

With the arrest of three accused persons namely, 1. Karim @ Jaljala (24) S/O Sultan Ahmed r/o Vill- Bangla Bazar, PS Kotwali, Distt- Koch Bazar, Bangladesh and present vagabond Basti H.N. Din 2. Bahadur @ Hari Dutt Pant (27) s/o Manohar Pant r/o Vill Sukhasar, PS Gaddha Chowki Distt- Kanchanpur Nepal and present vagabond Basti H.N. Din and 3. Pappu Jahan (20) s/o Narayan Jhan r/o village Barsam Anchal Bandar Thati PS Ruderpur Madhubani Bihar and present vagabond Basti H.N. Din the South East District police have solved a sensational murder case of PS. H N din. In addition to the murder the accused have disclosed in numerous cases of robbery and burglary in the area of South East District and South District, Delhi.
TEAM & INCIDENT:
On 28.05.13, a call regarding a stabbing incident was received in PS. H N Din. The police reached the spot near Kabristan Hazarat Nizamuddin. An unknown male aged about 24 years was found in a pool of blood with multiple stab wounds on his body. He was shifted to AIIMS Trauma centre where he was declared as brought dead. A case, vide FIR No. 157/13 u/s 302 IPC was registered at PS H. N. Din and investigation taken up.
During investigation the deceased was identified as Raja @ Arif (24) r/o Lal Masjid Moradabad UP and vagabond Basti H.N. Din. Preliminary investigation revealed that the assailants were Karim @ Jalela, Bahadur, Allah Rakha and Pappu.
A team headed by Insp. Sunil Sharma, SHO/PS H.N. Din comprising of SI Abhishek Singh, HC Dharamvir and Ct Upkar and another team headed by SI Nagendra Kumar comprising of HC Amit Tomar, Ct Dharamdev, Ct Rambir and Ct Nagender was constituted under the close supervision of Shri Harcharan Verma, working as ACP/N.F. Colony to apprehend the criminals.
On 4.6.13 early morning at about 04:30 am Pappu Jha was apprehended by the police team in Madhubani, Bihar. The other two associates, Karim and Bahadur were arrested in Delhi the same evening. One accused named Allahrakha remains to be arrested.

DESPERATE CRIMINAL WANTED IN A TWO SENSATIONAL BLIND MURDER AND FOUR ROBBERY CASES ARRESTED
With the arrest of one desperate criminal namely Puran Singh @ Sumit, two blind murder cases, two broad daylight robberies and one attempt to commit murder have been solved by the police personnel of Sub-Division Nangloi and one country made pistol alongwith one live cartridge, one Nokia mobile, ATM Card, Rs. 8,350 Cash etc. have been recovered.

PROFILE
Puran Singh @ Sumit S/o Late Shri Bhikam Singh R/o D-183, Extn -2D, Nangloi, Delhi, Aged 21 yrs has studied upto 2nd year of BA. He has been working as a Security Guard in a Private Company.
INFORMATION/OPERATION
On 12.01.13, a sensational murder-cum-robbery took place at A-1/A-2, Yadav Park, Nangloi, Delhi. In this incident two assailants aged about 20-25 years, came to the shop of one Naresh on a Pulsar motor cycle and threatened him on gunpoint to hand over the cash. The shopkeeper Naresh tried to resist and the assailants fired at him, robbed cash about Rs.20,000/- and fled away from the spot. Immediately, the injured Naresh was taken to the Balaji Action Hospital, Paschim Vihar where he was declared brought dead. Hence a case FIR No. 18/13 U/s 397/302/34 IPC & 25/54/59 Arms Act was registered at PS Nangloi, Delhi and investigation taken up.
On 08.02.13 at 2.30 PM, Baba Haridas Colony, Tikri Border, two assailants fired at a shop keeper namely Lalit Jha and fled away from the spot on a motor cycle being driven by their third associate. Injured Lalit Jha was admitted at Jeewan Jyoti Hospital, Bahadurgarh, Haryana and Case FIR No. 30/13 U/s 307/34 IPC & 25/27/54/59 Arms Act was registered at PS Mundka, Delhi. Later, injured Lalit Jha succumbed to his injuries on 16/03/13, and section 302 IPC was added.
Many police teams under the supervision of Shri Devender Arya, Addl. DCP-I/West were constituted to solve these sensational cases. Shri Raj Kumar, ACP/Nangloi personally supervised the police teams consisting of Insp. Raj Kumar/SHO Mundka, Insp. Subhash Chand/SHO Nangloi, Insp. Sunil Kumar/SHO Nihal Vihar, Inspr./AATS Maninder Singh and their staff. An in-depth study of the above cases revealed that the modus-operandi all the above crimes was the same. A series of pains-staking efforts including study of the modus operandi of the criminals deployment of informers/sources and interrogation of criminals with similar modus-operandi etc. were made to work out these cases.
As the efforts were underway, a robbery was commited on 29/05/13 in broad-day-light in Office at Khasra No. 106/24, Swarn Park, Nangloi, Delhi with the similar modus-operandi, where three assailants came on a Pulsar Motor Cycle. Two of them carrying sophisticated pistols entered the office at Khasra No. 106/24, Swarn Park, Nangloi, Delhi and the third one waited outside on the motor cycle. After committing robbery of Rs. 1.50 Lakhs cash at gunpoint all the three assailants fled away from the spot on Pulsar Motor cycle. An Information that accused namely Puran @ Sumit and his associates are involved in these incidents, was received. Further intelligence was developed. A specific information was received that on 06/06/13 accused Puran Singh @ Sumit will come near Sonia Hospital, Main Rohtak Road, Nangloi, Delhi. On this information, raiding party was prepared and trap was laid near Sonia Hospital, Main Rohtak Road, Delhi and at 7.30 PM accused Puran Singh @ Sumit was apprehended.
INTERROGATION AND MODUS OPERANDI
During interrogation, Puran Singh @ Sumit disclosed that he is originally hails from Aligarh, UP. He is pursuing BA 2nd year through correspondence from Delhi University. He is also doing a job as security guard in a private company. He came in contact with some bad elements and got involved in gambling, wine and women. He started spending large sums money on these vices and to meet his expenditures. He started committing petty offences. After sometime, he came in contact with Anuj Mittal who earlier used to run a mobile shop in Kamruddin Nagar, Delhi and was an associate of another desperate criminal Zakir. All the three wanted to become rich and lead lavish life style. Hence the trio made a gang, arranged for sophisticated illegal arms and started committing robberies at gun point and would not hesitate to fire to kill. Efforts are on to apprehend Zakir. Anuj Mittal and other associates of Puran Singh.
Police personnel involved in the good work are being rewarded suitably.
