INGENIOUS SUPER CHEAT DEEPAK GOEL AND
HIS ASSOCIATES ARRESTED.
The staff of PS Uttam Nagar, West District has arrested 04 cheats, namely Deepak Goel, Sushil Satti, Hemant Kumar and Dharmender Yadav. With their arrest, 100 forged stamps of Sub-Registrars and other forged stamps used for making fake property documents have been recovered from their offices.
PROFILE OF ARRESTED ACCUSED
1. Deepak Goel s/o Lt. J.C. Goel r/o H-32/103, Sec – 3, Rohini, Delhi. Education – 10 + 2 pass. Age – 33 years.
He is a property dealer having office at A-2/32-33 Sector-8, Rohini, in the name of Balaji Estates. He belongs to Jind, Haryana. His father J.C.Goel was an Ex. Engineer in PWD. He prepared forged documents of those properties for which he is the owner but were mortgaged with banks. Keys of these are with accused Deepak Goel. More than 100 forged stamps of Sub-Registrars and other stamps used for making forged property documents have been recovered from the office of Deepak Goel. Deepak Goel invested cheated amount mainly in three projects in Jaipur. He purchased a luxary car no. DL 4C AN 6361 (Skoda Superb Fully Automatic Top Model).
2. Sushil Satti s/o Bhagwati Pd r/o A-5/51, Sector-16, Rohini, Delhi working with Deepak Goel at his office. Age – 33 years.
He is working with Deepak Goel at his office since 2009. He belongs to Uttrakhand and is a graduate. He is getting salary Rs. 27,000/- per month and living in a flat provided by Deepak Goel. He was helping Deepak Goel in preparing forged documents. Some stamps used for preparing forged documents have been recovered at his instance from his house
A-5/51,Sector-16 Rohini, Delhi. His father was an officer in Ministry of Defence.
3. Hemant Kumar @ Bunty s/o Banwari Lal r/o G-2/108 , Sector-16 Rohini. Education - Under Matric. He belongs to Alwar Rajasthan. Age – 43 years.
Hemant Kumar @ Bunty s/o Banwari Lal r/o G-2/108 , Sector-16 Rohini is a property dealer and deals in disputed properties. He is expert in preparing fake property documents. His father was a Foreman in Swantatra Bharat Mills, Karam Pura, Delhi. He supplied forged e-stamp papers to Deepak Goel and was having some forged stamps of Sub-Registrar, which have also been recovered at his instance from his office 113, Pkt-2, Sector-24, Rohini, New Delhi.
4. Dharmender Yadav s/o Lt. Dev Dutt Yadav r/o A-2/48, Hastsal Road, Uttam Nagar. Age – 34 years.
He is a property dealer. He has passed 10+2 from Delhi. He knew that complainant was interested in investing in properties. He is a good friend of Deepak Goel. On Dharmender Yadav's instance, complainant invested amount without verifying the documents and status of properties.
RECOVERY MADE
100 forged stamps of different Sub-Registrars and other stamps used for making forged property documents were recovered.
BRIEF FACTS OF THE CASE
On 07.05.13, on the complaint of Sh. Baldev Raj Sapra r/o D-105, Vikas Puri, New Delhi, a case was registered at PS Uttam Nagar vide FIR No. 229/13 U/S 420/467/468/471/120B/34 IPC. Complainant stated that he runs a factory of manufacturing pressure cookers at A-1/277, Uttam Nagar for the last 25 years. He further stated that about one and half year back, he shifted his factory to Plot No. 37, Hastsal Industrial Area, Uttam Nagar. One Dharmender Yadav s/o Lt. Dev Dutt Yadav r/o A-2/48,Hastal Road, Uttam Nagar who was familiar with the complainant introduced complainant to one of his friends Deepak Goel s/o J.C.Goel r/o H-32/103, Sector-3, Rohini, Delhi. Dharmender Yadav and Deepak Goel started visiting the factory of complainant frequently. Deepak Goel told the complainant that he is in property dealing business in Delhi and Jaipur and induced the complainant to invest money in property.
INCIDENT
In October 2011, Deepak Goel and Dharmender Yadav came to complainant's factory and induced him to purchase a property at Rohini i.e. ground floor (without roof rights) and third floor (with roof rights) of property situated at H-32/Sect-3/Plot No. 103, Rohini Delhi for Rs. 1.38 Crores. Complainant gave Rs. One Crore in cash and paid Rs. 38 Lakhs through Cheque to Deepak Goel to get the property purchased in his name. Later, Deepak Goel handed over complete chain of documents in his office and informed that after 4/5 days, Sale Deed would be handed over by Sushil Satti s/o Bhagwati r/o A-5/51, Sector-16, Rohini, Delhi in his factory. Sushil Satti handed over Sale Deed to the complainant in his factory in Uttam Nagar.
In October 2011, Deepak Goel invited complainant to his office and introduced one Smt. Yamini Aggarwal as his sister-in-law (Sali). At that time Dharmender Yadav was also present. Deepak Goel told complainant that Smt. Yamini Aggarwal is owner of four floors, (1) II & IIIrd floors of plot no. 25 Block F-19, Sector-8, Rohini, (2) IInd floor (without roof rights) Block I-5/89, Sector-16, Rohini. All these floors were vacant (3) First floor (without roof rights) A-5, Plot No.51, Sector-16,Rohini, Delhi. Sushil Satti was living with his family in this floor. A deal was finalized with Yamini Aggarwal in the presence of Dharmender Yadav, Sushil Satti and Deepak Goel. Complainant gave Rs. 25 lakhs as earnest money in his factory and a date i.e. 11.11.2011 was fixed for executing Sale Deed before Sub-Registrar- VI, Rohini, Delhi. Complainant paid Rs. 62.5 lakhs through cheques and remaining by cash. Documents were executed in the office of Sub-Registrar-VI, Rohini, Delhi.
In Feb. 2012 Dharmender Yadav and Deepak Goel came to his factory and told that owner of property no. 47, Pocket 4A, Sector-23 Rohini is living outside Delhi and wanted to sell this property. A deal was finalized and complainant paid Rs. 1.5 Crores through cheques. On 19-07-2012 Deepak Goel told that property no. 47, Pocket 4A, Sector-23 Rohini had been sold for Rs. 4.11 crores. Deepak Goel sent Rs.1.5 crores in the account of complainant through RTGS. Complainant asked name of the party, who purchased this property, but Deepak neither gave name of the party nor handed over the remaining payment and documents were also not executed in favour of any person. So the complainant developed some doubts and went to the office of Sub-Registrar. There he found that none of the Sale Deeds were found registered with SR-VI office.
INVESTIGATION AND INTERROGATION
In a state of shock, the complainant contacted Police Station Uttam Nagar and immediately a team consisting of SI Ramphal, Ct. Harish Chander, Ct. Rajeev headed by Inspr. Ashok Tyagi under the supervision of ACP/Vikas Puri Shri P.C. Mann was constituted. Raids were conducted and the accused Sushil Satti, Dharmender Yadav and Deepak Goel were arrested on 09-05-2013. Three days PC remand of Deepak Goel was obtained . Accused Hemant Kumar has also been arrested on 10-05-2013.
During investigation, Conveyance Deeds, Sale Deeds and e-stamps which were executed in favour of complainant, his wife and in his company's name were found to be forged.
However these documents are shown as registered with different Sub-Registrar offices. Deepak Goel opened various accounts in different banks, in the names of different people. He also disclosed that the properties he purportedly sold through forged documents were already mortgaged with two banks. He made Crores of rupees through this fraud and invested in properties located in Rajasthan (Jaipur). Further investigation is in progress and more arrests are likely.
Staff involved in good work is being rewarded suitably.

With the arrest of one Ved Pal @ Ved Giri Maharaj S/o Lehna Singh R/o Village & PO Gangoli, P.S. Pillu Khera, Distt. Jind, Haryana, a Proclaimed Offender, in an armed murder-cum-robbery committed by him along with his accomplices in the area of P.S. Narela in the year of 1999. He was declared P.O. on 30.8.1999 by the orders of the Ld. Sudesh Kumar, MM, Tis Hazari Court.
A team led by SHO/ Connaught Place, Inspr. Sunil Kumar consisting of ASI Jai Singh, HC Inder Singh and Ct. Virender was constituted under the supervision of ACP/Connaught Place to apprehend the accused a ˇĄProclaimed Offenderˇ¦ in an armed robbery-cum-murder committed by him along with his accomplices in the area of P.S. Narela in the year of 1999. The team was on the trail of the fugutive since last 15 months. Their untiring efforts bore fruit when the true identity of one Ved Giri Maharaj was established by the team as Ved Pal @ Ved Giri Maharaj S/o Lehna Singh after the local enquiries. He was arrested from his hide out known as ˇĄDeraˇ¦ situated on the outskirts near village Bhidtna, P.S. Pillu Khera, Distt. Jind, Haryana.
FACTS OF THE CASE:
The case was registered on the complaint of Pawan Kumar son of Pritam Singh. He was employed as co-driver on the truck No. HR 38 A-5535 of Sukhmani Cargo Carieer at 8/5, Singh Sabha Road, Shakti Nagar, behind Amba cinema, Delhi. On 10.2.99, the first driver Sukdev Singh had gone to his house at 143, Haiderpur, Delhi. Hans Raj, the cleaner was also with the truck. The co-driver got loaded 300 bags of rice in the aforesaid truck from M/s R. T. Agro Mills, Narela Road, Piao Manjari, Haryana. He was to take the truck to Mumbai & when the truck reached G.T. Karnal Road opposite Atlas factory, Piao Manihari and the driver tried to a take turn to Delhi then, one scooter Bajaj of green colour, bearing the registration no. of Haryana came from the left side of the truck. Three persons were occupying that scooter. One of them wearing police uniform and of fair complexion was holding a danda. The other occupants of the scooter were tall and of fair complexion. The third person was short, dark and was having the beard. Those three occupants of the scooter got the truck of the complainant stopped and told the complainant that the truck had caused damages to their scooter and they further directed the complainant to accompany them to the police station. They parked their scooter in front of the Shiv Automobiles and occupied the truck and then, via main G.T. Road, the truck started for Delhi.
The complainant inquired from those three persos as to where the police station was. Those persons got stopped the truck in front of village Singhola, near Tajpur Mor, G. T. Road. Those three occupants came out of the truck and also asked the complainant to come out from the truck and directed him to accompany them to the police station. They caught hold of the complainant and crossed the G.T. Road and brought him by the side of 80 feet road. It was dark at that same place. The person who was wearing police uniform, caught the legs of the complainant Pawan Kumar whereas his other two companions caught hold his arms and started to strangulate him. The complainant Pawan Kumar made efforts to get himself released but in vain. The culprits thought that the complainant Pawan Kumar had died and threw him in a pit by the side of the road.
The complainant Pawan Kumar further reported to the police that when the three culprits had taken him out from the truck, then Hans Raj, the cleaner of the truck was sitting in the truck. In the morning, the complainant regained conciousness and then, he went to the village situated by the side of the place of the occurrence. One chowkidar met with him in the village and offered him tea. Thereafter, Pawan Kumar inquired from a person about the way to G.T. Road and then reached the house of the first driver Sukhdev Singh at Haiderpur. The complainant narrated the whole incident to Sukhdev Singh and then, the first driver Sukdev Singh contacted the employer on telephone. Thereafter, complainant Pawan Kumar accompanied the first driver Sukhdev Singh and reached G.T. Road where he had parked the truck loaded with bags of rice. The truck could not be traced out.
The police met the complainant and the first driver Sukhdev Singh and then, they went near 80 feet wide road where the culprits had thrown him by presuming him to have died. One red colour gurgabi and one murki of ear of the complainant were found lying. The dead body of cleaner Hans Raj was found lying in the nallah by the side of the place where the complainant was thrown by the culprits. The complainant Pawan Kumar told the police that cleaner Hans Raj must have been killed by the culprits, who committed crime against him.
The accused also took away Rs.1,000, a wrist watch and something of silver worn by the complainant from the possession of the complainant Pawan Kumar.
A case of murder, robbery vide FIR No. 39/1999 U/s 302/307/392/34 IPC PS Narela was been registered and the accused were arrested in this case.
On 3.4.99, accused Rajender was arrested by the police of P.S. Alipur in case FIR No.106/99 U/s 27 of Arms Act. On the same day, accused Sarwan was arrested by the police of P.S. Alipur in case FIR No.107/99 U/s 27 of Arms Act. Both of them were interrogated where they had admitted their involvement in the aforesaid crime. The co-accused Ved Pal, who was wearing police uniform, could not be arrested and ultimately he was declared Proclaimed Offender.
In this case, the accused persons Rajender Singh and Sarwan have already been convicted for the offences punishable under section 392, 307 and 302 read with 34-IPC by the court of Sh. B.B. Chaudhry, Addl. Sessions Judge.
PROFILE:
Accused Ved Pal @ Ved Giri Maharaj, aged around 42 years, had studied up to 10th in Govt. School in his native village. He started farming and then came to Shalimar Bagh where he was employed as a security guard in Hameedpur near Peeragarhi. He came in contact with Sharwan Kumar and Rajender while performing his duty as security guard in a rice godown. He got married in the year 1995 and has one daughter aged 14 years. His wife has deserted him after this incident. He was one of the main accused who had actively participated in the commission of gruesome murder of the innocent cleaner Hans Raj who fell victim to their evil plan. He along with his accomplices had fled the scene with the looted property leaving behind the injured co-driver presuming him dead.
Accused Ved Pal @ Ved Giri Maharaj has been produced in the court in muffled face.

With the arrest of (1) Mohd. Sharif @ Shahrukh, aged about 22 years s/o Mohd. Umar r/o Akhare wali gali, Ashok Vihar, Loni, Ghaziabad, UP and (2) Aas Mohd. @ Ashu, aged about 19 years s/o Shamsuddin r/o 1396, Gali No. 15, New Mustafabad, Delhi, Central District police has busted a gang of notorious snatchers/auto lifters. Aas Mohd. @ Ashu had also been externed for one year from 08.06.2012. One case of auto theft and one case of snatching committed by the gang in various parts of Delhi have been solved with their arrest.
INCIDENT AND THE TEAM
On 08-05-2013, at about 10:30 p.m., a secret information was received at PS Kamla Market that two boys armed with knife will come at Kotha No. 56, GB Road on a stolen motorcycle. Acting on this information, a team comprising of Inspr. Pramod Joshi, SHO/Kamla Market, ASI Pramod, HC Naresh and Ct. Devyrat was formed under the close supervision of Shri Ram Kumar, ACP/ Kamla Market /Central District.
A trap was laid near kotha No. 56, GB Road. At about 10.40 pm, a red coloured Apache motorcycle stopped infront of kotha No. 56, GB Road. At the instance of the secret informer, both the riders were intercepted. The police party immediately apprehended the suspects. On verification, it was found that this motorcycle was stolen from the area of P.S. Jamia Nagar. Personal search of the accused persons was taken and one buttondar knife was recovered from the possession of accused Mohd. Sharif @ Shahrukh. Hence, a case vide FIR No.74/13 dated 09/05/13 u/s 25/54/59 Arms Act was registered at PS Kamla Market, Delhi.
INVESTIGATION AND INTERROGATION
During the course of investigation, the accused persons revealed their identities as Mohd. Sharif @ Shahrukh s/o Mohd. Umar r/o Akhare wali gali, Ashok Vihar, Loni, Ghaziabad, UP and Aas Mohd. @ Ashu s/o Shamsuddin r/o 1396, Gali No. 15, New Mustafabad, Delhi.
They were subjected to sustained interrogation, on which they disclosed their involvement in many snatching/auto lifting cases in various parts of Delhi. On verification, it was learnt that accused Aas Mohd. @ Ashu had also been externed for one year w.e.f 08.06.2012. Mohd. Sharif disclosed that he along with his associate Naved has stolen the motorcycle from the area of PS Jamia Nagar and committed several snatchings on this motorcycle. On 05.05.2013, when he along with Naved were snatching a purse of a lady, the lady raised alarm and Naved was apprehended on the spot but he managed to escape. After the arrest of Naved, he started committing snatchings with Aas Mohd.
Further investigation / interrogation is in progress.

1. Mohd. Sharif @ Shahrukh s/o Mohd. Umar r/o Akhare wali gali, Ashok Vihar, Loni, Ghaziabad, UP is 22 years old. He is illiterate and unmarried. He has one brother and two sisters. He used to work as welder on a shop at Loni. To earn easy quick money, he got engaged in crime.
2. Aas Mohd. @ Ashu s/o Shamsuddin r/o 1396, Gali No. 15, New Mustafabad, Delhi is 19 years old. He is illiterate and unmarried. He has two brother and three sisters. Previously also he has been found involved in six cases of theft and robbery.
